Turkey I suppose. yes, I have seen Medía.com up for sale for USD9999!!
I read somewhere that you can only use those characters to forward domains...
Its an IDN domain which is basically domain names that have symbols or chars to make up the domain.

Where can we buy these domains? They actually rank cuz i found it while searching for acai on google. When the use of these characters become widespread, internet will be a mess. Just for money we would have money, móney,monéy and mónéy.
Actually they aren't that great unless you know what you are doing. The way you type in the domain can be confusing and of course many people don't go looking for foreign characters unless they are from that particular country.
You can do a google search for idn domain registrars.
Separate names with a comma.
