Instead of cold emailing or cold calling, have you ever tried physically visiting business to offer your services as a webmaster, web designer, SEO specialist, marketing specialist, etc?
Let say there are a lot of stores and business in your area that either don't have websites, or have very old ones. Would you drop by and try to offer them your services in person?

I did this before for my photography gig - I've visited at around 30 places around the metro in a span of 1 week

Out of 30, I've booked 19 photography gigs- and around 8-11 of those became recurring clients.

It drives a good impression because it's more personal.

I doubt they will show any interest since they might not seeing the value yet
If you're into online marketing specialist (run through ads or something), you might be better choose one store and start promoting their product
When there's order, buy from them. After multiple time, you do tell them what you've done and value you can bring - that way they will see the value and will (most of the time) convert hiring you

Not to mention after the store getting more sales from online, word of mouth will start recognize you as an 'expert' and more people will start realizing the value.
Which means more client as well..

I did it once. :)

Here's how to do it like a boss:
- Setup a really impressive looking portfolio site
- Go in with a suit or a casual outfit, don't have a hoodie or similar
- Print up good looking business cards
- Be brief in person to hook them in, say you're busy and have to go, then leave your business card and say you're more than willing to setup a meeting if there's anything they need

I think that if you offer your online marketing services using this method, you immediately undermine the level of trust because what internet marketer is advertising themselves outside the internet? This marketing method works if you offer offline services. Otherwise, how can you prove your competence?

Update: I've actually tried it.
I went to 6 business in person and offered to make an e-commerce for them.
3 said they'll consider it and seemed pretty convinced, I even gave them like 50 business cards each.
The other 3 said they weren't interested, one was even rude and lied about having a site already.
So, 3 potential clients out of 6 is not that bad.

Most of the time if you approach decision makers its easy to convince in offline max of 2 visits, but it hard to get in touch with them most of the manager's manager at frontend don't pass the proposal/msg

It is important that how they connect with their business. You need to impress them that by doing website they will increases revenue and face value. I hope it will work and you get the job.

There is a thing I do. Whenever Mrs. J and I go for a holiday, I stuff my handbag with my pricelists and go to the places i know sell my products while handing them my pricelists.
2 things happen here. Since you a foreign, they WILL listen to you and give you audience.
And they are more open to you.

Additional Bonus: You get some business in the bargain!

Yes It works.
So the old office where I used to work. We preferred visiting the client rather than calling them and most of the local businesses were our clients.

Wow, this so cool xd ngl I would love to this but I do not have a balls to do even cold call.

One time when i dream about marketing agency but it was XX years ago when i just started.

Motivates me to do this, great stuff man. I've picked up clients like this, but generally lack the confidence to do this as much as I could be.

Great job! I guess this is something that we can try and experiment with.

Id rather people hunt for me than me for them :p

I mean the cold visiting and how well ot will work will highly depend on who you are, how you look, how you talk, all that. And i dont play that game, like trying to covince people to do shit.
