i would say yes and no :
if the page is too spammy ( 1k+ ) , it's not very effective
but if there are a few comment it's a goldmine
but pr7 is for domain or page
I writed a relevant comment and there is only my comment in the page, pr7 is the domain

If you want PR, then they are of no use, if you want to rank in SERPS, then they are of tremendous value.
