someone on Skype claims to have hacked me and sent me a internet bill I won't be able to pay

he claims to have my ip

I can't post pictures or urls as newbie please help

anyone help

He sent you a bill? Can you elaborate on what that means?

Add skype logs with personal information removed so we can get what you mean. Odds are that you posted your skype publicly somewhere and this guy is just trying to scare you into giving him money.
