Have Facebook changed how their ads work??

I thought that normally people use things such as FB Leach Chef etc to create a custom audience, but I have noticed something different when I have used my personal FB account recently on my phone..

If I have been looking up SEO then the ads displayed on my FB are SEO related. Last night I was looking at overseas outsourcing on my phone. next time I logged into Facebook the ads displayed were about a phillipines outsourcing company??

How can I set ads up that work based on what users were searching?

Facebook is using your browser cookies in order to place ads in sync to your interests which relates to your browsing history.

Not a change, more as a laser focus on audience interests as Facebook has less side and newsfeed ads.
 
Just like what idfly said, most companies are using cookies to show you related adverts.
 
I think they are using browser cookies and some history related to your activity.
 
So if i set up fb add how can I make use of peoples browser cookies in order to get targeted results?
 
Does facebook target ads based on users cookis automatically now? Or would I need to set this up?
 
Today I have actually seen a service in the Marketplace here, that are using FB ads show up on my private FB account. How can I target my fb ads to show up based on cookies from people that have searched websites in my niche?
