Have a few question about the wordpress world

Hello there i've a few qeustion about the wordpress system
First of all i've bouth the premium sub but i can't install theme outside the wordpress system and i can't install plugins as well
the second question is that i've enabled the AdWords but i got 0$ for over 2k ads watched and idk how to fix that
the last things is i'm missign something? cuz i do not want to spend 300$/y to uprgrade business sub
