This is so vague that no one will give you a straight answer. First, buy a hosting company. Step 2, do some research and find a good niche that wil pay well that isn't saturdated. Step 3, find a way to make money (PPD, Adsense, Affiliates, something). Step 4, get content up and make sure your SEO is in order so traffic comes in. Step 5, once you find something that works reinvest all your money and scale that bitch up.

Your not very specific about what you want to do, but here is what I'd do with it..
1. Get some hosting from a company like hostgator and pay it up a few months.
2. Buy several .info and .com domains for a year.
Save the rest of it in case I need something else. Then start working on putting affiliate products on the domains and working towards getting traffic to the pages.
