Has the User's Geolocation impact on the ranking?

Hi Folks,

as written above: Has the GeoLocation (IP) of a user who views your video an impact on the ranking of this video?

I.e. if I got a video with french keywords which should be viewed by french ppl and I buy international traffic or even asian traffic to boost this video - does this traffic improves the ranking of this video in the desired region?

As a background info: I'm doing SEO and buying cheap russian links to boost an US website is in most cases very critical....
