Has Pay Per Install Really Fallen This Low?

About 3 years ago I was doing big numbers with PPI averaging about $1.00-$1.40 per Tier 1 install and anywhere from $.20-$.50 per install for Tier 2+ with Amonetize. I slowed down with PPI over time as I got into more practical and real world SEO monetization and eventually stopped all together. Since that time, I've been doing Local Client consulting for SEO and have been doing okay. Recently, I decided to set up a campaign and see what I could do toying around with PPI again and got these results... Lots of installs but $.02-$.05 per install on average? Does anyone know what's going on here, or can they suggest a better network. Would be quite easy to scale up - but at this rate... Yikes!

Try mediaklondike, not exactly pay per install but pay per sale, any way it used to convert ok for top countries within the download niche (it is a download manager that has everything one can ask for if you know what I talking about).
