1. I don't know this website personally. They seem to be selling links cheaply. I highly doubt they are monthly affiliates or some kind of manipulated PBN.
2. Building links alone will not rank your website on Google. Understand that there are many factors behind this.

I agree with @kabe that the links are dirt cheap for the metrics that those sites display. I mean, a backlink from a (supposedly genuine) DR 64 site for only $4 ?? I think I'll pass
