Hi

Google took manual action on SOME links pointing to my site (anchor texts).

Is this a permanent penalty? Will it ever go away if I do nothing but wait?

It's not a penalty. They just devalue certain links. Nothing to worry about, but your links are smoke.

But what about the anchor texts? They targeted certain anchors. Will I ever rank again for these keywords?

all sorts of links: blogroll, blog post... mostly with same anchor texts
