As most of the persons accept that, guest posts will really work out, but the thing is you have to be more calculative on that. This means you have to plan well to get a guest post from higher authority sites relevant to your niche at a cheaper price. Many guest post blogs offer free opportunities if your article quality is good enough and the link you provide must be relevant to their blog.

- guest post with REAL SITES with REAL traffic and REAL domain authority

It also helps tremendously if your post is NOT keyword-driven but NICHE specific and SEARCH INTENT DRIVEN

Finally, the best guest posts are those that EARN LINKS - ie., case studies or survey results

It can work for Tier 2 as well as Tier 1. It depends on the website.

2. Create great, engaging and actionable content that genuinely helps the audience of the target site.
3. How much depends on the quality of the target site. Top notch sites have higher editorial standards, so you may need to spend more on content.
4. How many depends on your competition.

i'm using guest post just for tier 2/3 link to make link juice and its about 15%, beacuse nowadays if we target home page link with guest post fro tier 1 that will not give significant effect or fast result :)
 
Still work but needs to be niche relevant with good site metrics and always remember quality over quantity
 
Guest posting is the most effective way of link building strategy. Guest post with a unique content will always help.
