If you are looking for a guest posting network, http://postrunner.com is a viable option, but your site has to be good quality. Also, the content on the sites are all monitored independent, which provide a much better option than most networks.

I've heard from someone that postrunner copies my site content and publish them elsewhere and vice versa.. So does it not make the duplicate content?

That is obviously duplicate content in my view.

Great question, but as far as I have seen, that sort of tactic is not permitted by the owners of postrunner, so that would be an issue you can address with them. Its a pretty solid system and been that way for a few years now. Shawn
