Guest posting is free you don't need to pay any money for it. If you find another website that has higher DA than your site, it's a good website for guest posting. You will need to send a cold email to the blog owner whether he/she open to guest posting. Or maybe joining the Facebook group for blogger.
You can also find those website on Google by typing: write for us + niche + India

Domain authority doesn't matter. Google doesn't care about it. Go for sites that have a lot of comments.

Lot of comments? How it would help you?
Never heard about this as being a ranking factor... it's something you can manipulate very easy so I don't think it really matters how many comments do you have

Nowadays, those large sites that are in the top of Google no longer want to look at you and your blog and post your guest posts. Even average sites don't want to. They have a great profit and a solid backlink building team. Now it has become much more difficult to find decent sites that would want to post your guest post.

It's a sign of engagement, and that is what you want when going for guest post. Of course if you use guest posting to promote your website and get traffic. Google doesn't care about domain authority, it's just a term from moz and people are sticking with it like it's I don't know what.

I doubt comments are an engagement signal as they are heavily spammed.
Most authority sites do not allow comments as they usually fill the page with unnecessary content.

I guess it depends on niche whether they allow it or not and I'm sure you can defer spam from readers' comments. They might be turned off because no one leaves comments at all. Lots of authority sites live in the past tense, one of the great examples is Neil Patel. Just check the number of comments on old content and on new. I'm not saying that you are wrong. I just say if I must choose between a site with DA 60 and no comments and the site with DA 19 but with lots of comments, I'd go with DA 19 because I'll get a backlink plus traffic and engagement
