I am using a google scraper and emailer finder to send out mass emails for guest posting opportunities.
Even when searching deep past the most obvious pages there are very few that don't ask for a fee.

I'm fairly new to this so not certain of the worth of a good DA guest post in terms of its affect on SEO.

What would you be prepared to pay for a DA 30 guest post?
Most are asking for around $50.
Is that worth it?

Talked to a few SEO guys recently who would be looking for around $1000 a month as a fee.
Would i be better off paying for 20 DA30 guest posts instead?
Would that give a significant boost to rankings? (i know it depends on the competition so justing talking in general for average niches)

Guest posting is the most effective way of Ranking. Paying for sites with Higher metrics is really worth your money.
 
Guest posts will have low PA as they are new pages usually. If you can get a good guest post on a high DA/traffic website, then consider building some tiered links to boost the value you get from that guest post.

I would say - finding out high traffic blogs where guest posting opportunities are available and approaching them to write posts is the correct strategy as far as guest posting is concerned. It takes time. So you may want to outsource the task. Simple but works. I do not understand this infatuation with DA. It is a 3rd party metric is hardly accurate or reliable for anything related to SEO. Why not just focus on organic and proven methods that really works.
 
Guest posting is one of the best ways of building links. But you need to get links from high authority and niche relevant sites and it needs a budget.
 
if the site has good backlinks profile and getting good amount of traffic then $50 worth it.
 
Ask the site for content ideas and provide guest posts based on THEIR PARAMETERS, this usually reduces your cost to ZERO

It also helps if you target only niche-relevant sites

Many (NOT ALL) sites that ask for money aren't "REAL" sites with real traffic and organic growth (just as many PBNs aren't 'real' sites)
 
How do you decide it's real or not? It's becoming harder and harder to tell. I saw several sites that even add some kind of ecommerce, or io features to look something more than guest post website. They tend to have good DA, traffic metrics, and rank for some important keywords. While everything they do is just sell guest posts. Is it "real"?

One dead giveaway is if its an expired domain that got 'resurrected'
 
Along with DA you should also check the traffic of the website. DA can be manipulated so you shouldn't only consider this when doing guest posting.

What are organic and proven methods other than third party mechanism to check metrics of websites?

Your choice on Guest posting is fine, but be cautious in getting site foe posting as you are new, you have to check evrything about the site before using it.

Well, DA30 is quite good, but you have to look for traffic, comments on previously used mem, just try to contact them to check its authority so far.

Then decide. also dont go for posting 20 posts in same site to compensate $1000/month as fee .
Split and derive Authority for your site too!!

Always High quality guest posts will boost your ranking, $1000 for a month is actually a reasonable budget for DA30+ guest posts, and it will worth the money for sure. Do not spend money on buying low quality links, it will lead you to penalty.

Nah, not really.. I'm doing guest posting for years, almost without T2!
