Guest Posting Lead generation

I've been doing Media Outreach and Guest posting for 3 years now, but only with agencies.
I decided to start doing lead generation for my service. I plan to scrape Clutch.co for Europe SEO agencies and Outreach them via email.

I'm a native speaker 2 of Balkan's most used languages so I planned to form paint points around Balkan Native Manual Outreach Service. But, I usually do the whole Europe, South & North America, & Australia.
Here, I'm struggling to decide what should I add as a core offer. Balkan or all operating areas?

Any idea how can I take this step further and maybe spread the lead funnel channel somehow?

I'm familiar with email automation tools. So, I kindly don't need automation advices.

You could be seriously limiting your potential with just Balkan websites (or websites catering to Balkan population). Can you tell me what % of the total world population is that?

If you are looking for an 'angle' to position yourself, then a good idea is to pick one niche and dominate that (Fitness, Home, Entertainment, Automotives, etc etc).

As for the lead channel:

1. Patforms like Upwork, Fiverr, Legiit
2. BHW marketplace
3. Cold email outreach to agencies, as you mentioned
