1) The site must be relevant to your site
2) DA and PA should be more than 30+
3) The site must be socially active as well.

See, if you hire someone to finding a sites for guest posting, then may be he/she will be charging $20 - $25 per post (Writing as well as posting) - I would prefer you to find yourself and contact to blog owners directly - They charge you only $5 for just posting. You write your self or hire someone who charge $4 per 500 words max. So, finally you save $10

Yes it is, more so if it has quality DA/PA to pass along link juice. It is a "natural" looking form of link building that carries power.

Definitely a good option to build backlinks and traffic. Make sure that you write quality content and that you make a back-link to your website with anchor text (keywords) relevant to your business.

yes, guest posting is one of the best technique for SEO. As the links generated by the guest posts are not spammy. Post a good quality content in high pr blogs. Use different anchor text in guest post.

Good strategy but bear in mind you don't have control over the properties that you will be posting on. The way that I look at it is would I be better off posting a blog post on my own site or doing a guest post (in term of how much money I will make from writing the post) - most of the time it is in my best interest to just write a post on my own site.
