OP if I understand your post correctly you are actually looking for content to put on your blog? Because you said you want to fill it with content.
If so then you can offer article posting on your site and you might get some content from people but it will be hard if its a new site.
You may have to just write your own content or pay someone to write the content for you.
But as you mentioned guest posting, really this means getting posts on other sites and then having them link to your site, this is more for strategy of building backlinks to your site and growing its link profile, inbound traffic etc.
Of course both are a great idea but are two different aspects of building and promoting your website.

I agree with you .. I think iam gonna buy some articles since no one accepts writing articles on my sites so far and then go to guest posting again.
