Bad. If the site doesn't have traffic, it means it's most likely not even a real site. Traffic is a good indicator of whether the site is fake or not.

Its bad becz DA30 mean website have backlinks but not quality content so i think bad practice

DA 30 is fine, need to follow other parameter too like CF TF etc .one more important thing is low OBL.
