Depending of what you are trying to achieve and what are you looking at. Guest posting prices can go real high. If you want links from real websites, then you have to pay higher prices.
PBN links go low, you can get them in the range of $30-$100 mostly.

That's the price I would pay for that link. That's what it is worth imho. If they won't sell me for that price then I don't need that link

Clearly, you have not done a proper guest post outreach and have always overpaid for small site guest posts
The guy said the site has 3k organic traffic. And you want to pay more for that kind of a site? Bad for you.

Usually quality guest post starts from $50 - $100+ depending on the DA / DR / Traffic / Referring domains

For $30-$50 you can't even buy good article from native writer, so don't even think about quality sites for this price where you will publish guest post. There are tons of websites who look like a nice guest posting opportunity but if you check them carefully their latest posts are all paid / sponsored its nothing better than a PBN, i would say that PBN would even give you better and faster effect than such sites. Guest posts are amazing if you post them on targeted and already successful niche websites and for this you have to pay few hundreds or more, or have good connections with bloggers who will publish for free if you provide amazing content to them not just some average article.. So unless you can invest few thousands in campaign every month to hire professionals who will work for you or to buy posts yourself, better stick with PBNs and black hat methods until you make money to push your other projects. With few guest posts you will not make some good results, but if you still thinking to buy something be careful many services are not honest asking 5 times higher prices for something thats not worth, so better check quality of sites (use similarweb for traffic analysis at least 50K to have) if it shows nothing, and you see many paid and random posts, i would say don't post anything on such websites.

Even I think, $30 to $50 is the maximum amount you should pay for a website having 3k+ traffic.
And traffic is not only the factor to be considered but you should also check from where maximum traffic is coming and is it consistent or not.
CF, TF, DR also other elements to go through.

The price depends on a post size, do-follow/no-follow, country, domain level etc.

Are you the same guy that emailed offering $15 to guest post on my site with 15k/mo sessions and a 250k/mo social reach?
Prices should factor in more than a basic analysis from SEMrush etc, as those are missing part of the picture for larger high quality sites.
As a data point, I've charged anywhere from $600 to $3000 for that site, depending on a bunch of factors.
