How beneficial is it to a website building backlinks by guest post.
If it is beneficial how quickly will it help rank my site and how many links will it take to start giving it any sort of effect.
Is there any programs that will help me speed up the process I think I previously read a post which says a scraper program speeds it up or senuke?
All help appreciated.

There's no rule with the speed of ranking.
Guest blog posting IS efficient. Its effect will depends on the authority of those blogs.

I try to guest blog 2-4 times per month, on quality and related sites to my blog, not just for ranking but overall to build trust and authority. And I have some good improvements over a 6months period, so I can say it works really good.

Of course it's effective. Guest posts can be great links as they are very relevant by their nature.

To understand how long it's likely to take you really need to look at the competition, who is tanking at the top and the number and metrics of their links; then you'll have an idea of what links you must build to outrank them.
