What kind of anchor text should be used for tier 2 & 3 links? (Keyword, brand name, generic, naked)

Raw URL, generic, and LSI mostly. And more or less in that order. Just avoid repeating unique keyword anchor text too much.

Another related question: What LSI keywords should be used? Ones that you want your money-site to rank for or ones that are the keyword for the article / page on your tier 2 / 3?

Say you own an SEO services site and you want to rank for "seo services in new York".
But one of your tier 2 sites is a e-mail marketing based blog and you link to it from your tier 3. Would you use "email marketing tips" or "seo services in new York" (just an example). Hope it makes sense.
