Hello,

How much is approximately max number of backlinks which i can add for new website and some old website without get penalty of google ?
How i can avoid bad spam networks like SAPE who can give me bad backlinks and on end penalty ?
Does i can with GSA just scraping for websites list without add automatic comments, i want manualy add comments ?

You've asked three questions. I'll try to answer one by one.

1st: There is no limit of adding backlinks to new site, but at first focus on your site content quality. Does it provide quality to your readers? If yes. Then try to get backlinks from authority sites under that are relevant to your niche.

2nd: That is why I always recommend to use GSA and other relevant tools on lower tiers.

3rd: If you want to just scrape the links then use Scrapebox or GScraper, filter out the high pr links with low obl and manually comment on them.
