GSA captcha breaker is one time fee. it saves a considerable amount of money when using a service that will crack the harder ones like recaptcha and the other captchas automated software cant solve. So the fees from a service will vary but the captcha breaker software pays for itself.
I personally would recommend you learn how to scrape your own lists for sites to post to, as this will speed up GSA's task of posting considerably, and have a scraping software, like scrapebox or gscraper to to do it with.. But you could start out with just GSA and use its scraper if you wanted while you learn everything. It will take some time to learn, but its worth it in the end if you really want to do all this yourself.

I think both are great, but if you're going for one or the other I prefer gsa ser. Ser scrapes when you have the project running so just make sure to load up a huge keyword list and you should find a bunch of sites.

GSA and Scrapebox are completely different programs so it's not either/or. They're best used together IMO, using Scrapebox to scrape lists for GSA. You can let GSA scrape on it's own but it's not as efficient. Yes, Scrapebox can build links too but these days it's pretty much useless for link building if you ask me, even for tier 2/3.

GSA : Backlink building tool. Needs captcha solver ( GSA captach breaker or captcha sniper or other ) + proxies .. builds links from different platforms
SB : a very hand tool to scrape the hell out of the search engines. You can blast your tiers with blog comments from this tool. Apart from this, you can always use SB for multi purpose !! discover keywords, grab emails, hunt for proxies , harvest sites , check backlinks of competitors etc

GSA is even better than xrumer, since i bought GSA i don't use xrumer anymore. GSA is really amazing, it earned a lot of $$ for me. I use scrapebox for harvesting only

GSA is Senuke * Xrumer. Not literally, but in comparison. I use it daily.
