GSA Is worth to buy?

Most of you know about GSA search engine ranker tool. Just want to whether it is worth to buy?. Will it really help to my website to rank well in google.
Will it provide High DA PA links?. I have heard that getting backlinks from High DA PA sites can boost your website ranking.

You can build low quality backlinks with it (like blog comment or article submit site) . You can rank with it but don't expert it to last long because eventually Google gonna de index your site for spammy backlinks

No. Out of the box, she has not worked for a long time. If you want to tinker with custom engines, you can try. But for me Zennoposter much better for custom engines.
And don't forget that you need a recaptcha solver like XEvil, Scrapebox for scraping lists, and tools for article creation, like GSA Content Generator, and clean proxy every month.
So think, can it be easier to order links packs from the BHW seller?

Its just a tool if you know how to make a refund on profit from it then yes

It has a learning curve though

I've used GSA programs in the past. Not the one you mentioned specifically, but I can tell you they make quality software.

Short answer: no.

It has been dimostrated numerous times it is highly ineffective in 2018.

You should focus on real high quality links instead ( no pbns, no packages etc)

Contact directly site owners and ask for a deal

It is highly effective if you know how to use it.

It is however true, that GSA SER alone is most likely of little help. You need access to proxies (the free ones won't take you far), captcha services (2captcha, deathbycaptcha etc.), to lots of content (KontentMachine or similar), emails (I swear on catch-all), maybe lists (or other tools to scrape and build them) and preferably additional engines (e.g. SERengines). While GSA Ser would work out of the box wihtout all of that (it scrapes its own lists, finds proxies etc.), it would be a very frustrating experience.
