In the good ol' days you could grind the follow/unfollow method and have a few thousand real engaged followers in just a few days. Now they limit you following like 25 people per hour so it's really tough...
The best way to do it now is researching trending hashtags and posting consistent quality content daily using popular hashtags for exposure. Doing the follow/unfollow thing when you can helps too.

i did that, few vids with some hashtags, one tweet per hour using hootsuite, and i used to follow/unfollow and i got restricted...

Let your account rest for a few days before you use it, new accounts gets picked up easily. Best is to buy aged accounts, i've had good experience with 2016-2017 accounts

U have to delay the time u follow people.
For example , follow 20 people now, wait 10 to 20 mins. Then repeat

It's tough to grow with any method these days. Daily limits are 400 a day for non verified accounts. 30 follows per minute is also a restriction. Follow 4 follow doesn't even work anymore.
