Growing channel with money

I was asked to help someone to grow his youtube channel.
In general - it would be a personal channel, and it's goal would be to add some level of credibility/recognition in the professional field.
We would be able to post pretty professional videos, but most probably not interesting enough for youtube algorithm to pick it up and propose to wider audience.
The target would be to gain 10k subscribers, which are real people. No bots.
We can count on an average or little below average conversion of views to subscribers.
If you had a budget for such project - how would you go about it? Where would you get traffic?
We're ready to use paid services, but nothing that would get the channel in trouble.

Not decided yet. Right now investigating options and how much it would cost vs time of getting it. And basing on that we will have a go/no-go decision for this project.
 
You could use the money to create interesting and unique videos, collab with other creators in your field / buy shoutouts
 
That's difficult to understand unless you share some details like niche and type of videos.

Is there a place where you buy shout-outs or just reach out to channels in the niche?

Reaching out manually would be the best since you get to introduce yourself, this would show that there is a real person behind the channel.
Some will decline but some will be genuinely interested in your content and might want to collab now or in the future.
 
Run google ads if his budget allows it. 10k will not cost much.
 
Create a campaign on micro jobs site to subscribe your channel. That way you will have 10000 subscribers in max 3-4 days.
