Has anyone grown a YouTube channel from zero to good subscriber base using ads? Do you have some tips on how to get best returns with least investment?

Depends on the niche but generally speaking for channel growth ads aren't really that great. The watch time won't count towards partner program and they tend to not be received well by viewers (very niche dependant)

You'll get some subs but otherwise it's not worth the investment.

Could work for say a product review with a cpa offer (never tried it personally tho).
 
I want to believe that there are some niche where you can you ads to build your channel
 
You're thinking early 2010s YouTube, subscribers aren't that relevant anyways. YouTube is really good at recommending content that will perform even from a small audience base, so the headstart isn't really useful.

IMO you would be better off filming yourself lighting the money on fire & uploading it to YouTube, it is extremely expensive to get enough traffic to have a decent audience + ad viewers are generally unengaged.I remember One Shot Gurl ran an ad campaign back in 2013, she got 100k subs with poor engagement, picked up a bit into fortnite (years later), but I don't think she gained anything material from it.

I tried it, but the retention and engagement was low. Maybe my content was the problem?

It's a jackpot for a viral video. It depends on your niche to know how engaging and informative your content or ad will do.
 
For promotions, it's great for product virals or music videos.. for game videos, I usually don't use promotions
 
You can't increase channel subscriptions through YouTube ads. So, focusing on content creation is a better strategy.
