Buying followers is the most common one but are bots + programs/services to mask the ips, but when you post something and no one interact to your post and only 3 retweets and 6 likes you won't grow that much, likes and retweets is going to give more change to be discover by other people so your posts can go viral, also you can buy an account with a bunch of followers already or get someone from the hire a freelancer section to do it for you.

yes first focus on Followers and then start focusing on likes instead of retweeting because like do impact so much on twitter account more than retweets
