Great engagement, somehow still bad results

Each time I post, it's clear that the post is very well received by the people (30-50% people who see the photo/reel like and comment them). So why does Instagram show the post to like 500 people only? I can't see what I should do differently. I post regularly, and clearly the content is good and engaging. Yet somehow I barely get more than 500 reach.
