Great DA too low PA? Root domain. Why?

Simply means that most of the links this domain has go to subpages or maybe just one subpage, could a a popular PDF, a blogpost that went viral, whatever. Using them for a PBN is a little more ticky since you'll have to rebuild the subpages if you don't want to lose most juice. A 404 to 301 (mainpage) will often be seen as a soft 404 by Google, which means the links are taken out of the link graph, something you absolutely want to avoid.

It means, the page could be new, thin content, doesn't have many links pointing to it and hosted on a new domain, etc..
As long as you add more content & build quality links, the page authority will get increased.

Increase your Page Bakclinks , BackLinks are the number one way to increase page authority. Page will have more links from other sites linking to it.
Optimize Internal Links, Links from the other page also matter to improve your PA.
Increase Social Media, Most of them use social media this will start weighting the authority of the page and the site.
Improve Page Content, Page Contenet is the main factor to improve the PA, Search engine tends to rank quality content first.

As you are checking root domain and the PA is low that could just mean that the old owner of the domain was targeting www.domain.com so the highest PA would be at that variant.
You can check the PA for the following to get an idea of what would be best to have as your homepage:

PA is Page authority so it is only indicative of that page's "quality".
I would much rather look at the Majestic stats of a website though as Moz's stats are too easy to manipulate and do not take quality of links into consideration as much as Majestic's stats do. Majestic Trust Flow is a good indicator of quality of a domain/website.

Just make sure to recreate the old pages when setting up the domain and you'll do okay.
As others stated above, it means most of the links aren't going to the homepage. If you look up the most linked pages in ahrefs, and check the PA of each page, you'll find the highest PA in there instead of the usual situation where the homepage has the highest PA.
