great clients don't come cheap

It will be better to ask or search for information about people who are in your field of expertise, about the platforms they recommend. But even for technical people these sites are usally quite bad. If you have already a client base and get work pn Fiverr, why not expand and see if it will be benificial for you to expand it with Upwork? I would give it a try.

Yes, I agree with this. A client who can pay $5000 likely has checked out the seller before. No need to test the waters with $500. It would be inefficent for any established buisness in terms of time.
Not just established business. Any seasoned or an experienced consultant would understand things. For instance I am always willing to write off when I test waters. I just invest what I can afford to loose when testing waters. I consider it as the cost/price to learn.

The issue with 500 USD client they mostly don't have an understanding of how the market works and they want quick results. I don't blame them, however business is all about taking risks and exploring unknown territories.

Network and talk to people. Conduct pre-sales filter. Never let go of good clients, over deliver when they are really good to you. Go over board. They are keepers.
