It seems they made some major platform upgrades today and broke the new app creation thing during the upgrade. Its still not back up it seems for some accounts and works for some. Not sure what has been done, still investigating.
These forum guys caught them doing the upgrade process may be? The platform is up now and all apps are going smooth.

They accepted this on their platform site -
"We are currently experiencing increased latency and intermittent connectivity issues with Facebook Platform. We are actively investigating the issue and will update you when it is resolved."
