.GOV Website Question

I've just discovered a government entity that has a .net website, and not a .gov. Seems to me that a government website would want a .gov; seems like that would be optimal, but don't really know why. Just feels like that.

So, I'm wondering if this is an opportunity. I'm thinking, maybe they don't have anyone that knows anything about websites, the internet, etc... Maybe I could make a phone call, and get a nice government contract.

Is there a substantive reason why a government agency would rather have a .gov vs. anything else?

Do government agencies have some kind of preferential treatment when claiming .gov websites?

How are these .gov's regulated? Can just anyone claim one? Is it illegal to do this? Are there any laws, etc...?

I've never seen this discussed before, and this Enquiring mind wants to know.

I work in a field that deals with the government, and we interface with them through a .net website.

So, I cant add much to this discussion aside from yes, govt agencies are the only ones allowed to have .gov. Yes, they use non .gov domains, not sure of the value of the .net vs .gov in these instances.

It could be possibly any of the scenarios. Perhaps they dont know that they could get a .gov website. It cant hurt to talk to them, you never know where that discussion could lead. But if it is a government agency it probably doesnt matter a lot to the people making the site whether its .gov or .net. But call them and see where it goes.
