.GOV and .EDU Backlink - Which one is stronger?

Both are fairly difficult to come by, and most of the time, those hacked sites that are associated with a .gov or .edu are from a different country, thus the weight for specific local SEO may be of lesser mojo in the end. But surely, if it is a legit link from .gov or .edu, and if that page is indexed and just if it is still an active page, it should pass a lot of mojo back to your site. I've grab links from both of these sites - just don't get into trouble with the .gov link! Too sensitive!
