After reading around the forum for a while, I have finally decided to take action and attempt to make some money!

I have decided to upload "sexy" videos to youtube with a link in the description which will link directly to a cpa dating offer of some kind.

I have received this reply from the cpa company:

1. List of social networks with whom you plan to work.
2. Description of your methods of social networks promotion.
3. A few examples (with URLs).
4. Link and description of your intermediate landing page (necessary when working with traffic from social networks).
5. List of offers with whom you plan to work.

Account approval is made after earning $100 and check traffic quality.

could anyone with experience please help me with how best to reply. I don't want to do something wrong and then not be accepted. any help would be greatly appreciated. Thanks!

Tell them to bug-off and then sign up with some real CPA networks.

approval after $100, haha, wtf, tell them to send you $100 first and then u'd start promoting after checking the quality of advertizers
