Got 8 million contacts from different countries what do do please help?

hey guys first of all i want to say am really new in the whole internet marketing field and i have a problem i have so many contacts also i found a way to send sms text to different countries etc but my problem is i cant find a good company to advertise all my contacts are target niches almost for anything you can think off but i wanted to know if someone can help me find a good cpa company for example a dating affiliate or even better if they have something like (you won xxx click for directions etc) type of ads in multiple languages specially in Spanish i got about 4 million active contacts from Latin america
