Well chances are that you will have at least some amount of money. As you can see the numbers aren't insane and as people said it's a tradition. It's not like they are really selling it to the highest bidder. If the parents/girl don't like the guy 99% they won't agree no matter what amount, although there is at least 1% who are actually selling off their daughters.
About the multiple questions whether you can go if there if you aren't a gipsy the answer is yes, but chances are that almost no family will agree to such a wedding, unless you are really attractive and have $$.
What I mean is that if you are 45, there is no chance in hell that you will buy a 18(or less in some cases)years old bride

Hehe mate I'm not really sure. I've never been to one of those, but I've seen it on the news(it's an entertaining topic) and I've seen that in most cases some of the bride/groom pairs have been paired long before that event, but they wait till then to official announce them.
Basically there is a chance, but if you are a foreigner I doubt that you will even be able to communicate with them. Probably 99% from the gipsies here don't speak English, of course there are some really educated people among them as well.
But if we ignore everything else and if the bride hasn't been already paired up and they aren't focused on marrying her to a gipsy then you probably have really high chances.
As I said it's not really an auction as they present it, but it's definitely true that if you offer them a good mount, you have good looks(I mean the looks of a decent human being) and you can provide her with good life I don't see why they would actually be against it. It wouldn't make sense.
But you should bear in mind that most of those girls aren't really that educated. I'm not saying that they are stupid, but they are definitely lacking simple education in most cases.

Not to my knowledge. If you mean a dowry, it was primarily a means of consolidating wealth and power in between families in Europe, and died out about 150 years or so even then. It never really was an American custom.
Of course if you meant slavery, that is a different thing altogether.
