Google's New Snippet Policy for SERPs

I have an article ranking 7th position on google. The problem is that Google is using my paragraph to appear in the Snippet box but link goes to Quara. I thought someone has copied my article and posted on Quora but after opening Quora I couldn't find that paragraph.
Is it Google's new Snippet policy to steal someone's words and direct traffic to authority sites?

Everyone thinks that they are blackhat until they find out what Google is doing. These guys don't have any shame in doing it.

Check the google cache you may found your article in quora

Someone might have copied your content on Quora and then the answer might be deleted.
