Google Whitehall Campaign Not Getting ANY Clicks

I'm using a business.site website that google offers but my campaign hasn't received 1 click in 3 days. I checked my other accounts and it's all the same???

The dummy get impressions and clicks right away but the business.site don't even tho they are fully approved. Anybody know why this is happening?

please read the campaign is fully approved but it seems the business.site loophole has been patched so it's back to creating sites.
