Google whant ripped me off or is just dumb??

Hello guys

Yesterday I make my first campaign for Adwords.
The keywords that I have targeted, they have no competition on Adwords ( there are no ads on those keywords for specific country I targeted )
In keyword planer for those keywords ,the google It suggests that I must bid 0.02 $ or 0.04 $ or nothing

After I make the ad, I put 0.05 MAX BID but google now say I must bid 0.35 $ , 0.50 $ etc for this keywords to show my ad

......wtf is wrong with google?.....the min bid for licitation is 0.01 $ and I not have competition for this licitation.....logic should win, or I'm wrong?.....My quality score is 7/10

Who can clarify me please, I m so confused now...

PS: The campaign is for Google search only!

Google does not guarantee that your ads will show even if you are bidding on those keywords. They are not obligated.

Your AdRank is a combination of the 'relevancy' of your ads and your bid. If you are new to AdWords then you have a low AdRank.
If Google thinks your ads aren't relevant enough for your low bids, they can just decide not to display them. Having a high quality score and good click through rate will improve AdRank and the amount of impressions, but you might have to start getting that CTR by bidding a bit higher.

Play their game for a while, tweak your ads. Improve the landing page. Rinse, repeat. This is the process. Once you have some good ads and decent CTR then you lower your bid.

The ad rank or QS is an issue, when there are advertiser's who are advertising on your keywords, but as OP is saying that there are no particular advertisers on that, so it open me to few possibilities :

1) Either the account is new and in review stage
2) The advertiser has wrongly analyzed for competition on his targeted keywords.
3) If there are no advertisers, you are going to be charged 0.01$ per click.
