Google Weirdness - opinions please

Hello,
I have a client who's website lost it's main rankings on the previous Google update before this one. His main keyword was a brand name, but he was still on page 2 for "brand fences" (not the actual keyword but you get the drift).

I'd looked through his backlinks and his SEO company had been doing all kinds of stuff, so I submitted a disavow links file before the latest Google update.

When the latest Google update hit his site lost all of the rankings it had.

Here's the weird bit - If I now change my location in Google to various different towns and cities, on some of them his site is showing on page 1 for "brand" but not at all for "brand fences" - for other towns and cities he's still not showing up at all.

Do you think this is a sign that the disavow links file has been successful and his site is coming back gradually, or is it some weird Google effect?

I can't see why his site would show up at all anywhere for any town or city if it's been hit by the latest update - so what is going on?

Remember he'd lost all of his rankings for "brand" at the last Penguin update, however long ago that was.

but I already know they did an update, what I'm saying is why would the site show up now in some towns and cities on page 1 when it was whalloped by the update, and for keywords it had lost after the previous update - is it recovering?

And by showing up in some towns and cities I mean if I go to google settings > location and change the town.
