google webmaster tools ownership effect SEO?

i had a website 3 years ago and i made some decent money from it. i manly used common blackhat techniques so i got penalize from google . i didn't get any manual action but my traffic dropped 75%+ overtime

then i gave up with that site and started new ones (i mainly used local low competition keywords that can even rank without a single backlink)
non of those sites worked well. i thought those methods not working anymore with google ?

those sites were linked to same google webmaster tools accounts. i i manly used blogger.com as my platform . so all linked to same google email

yesterday i saw a new website is performing well with those low competition keywords. with no backlinks

i suspect my blogger/webmaster account penalized somehow? . i didn't get any messages however.
i created 10+ websites with top level domains since then . nothing worked well.
what you guys think ?

It's simple - if you are trying to gain rankings by having a PBN than surely google webmasters is a big NO-NO.

yea but is it possible to affect it to my new websites ? i didn't use any PBNs for those new sites

I mean to say if you are using all websites as your own private PBN, than yes it can cause a penalty. But if the sites are legitimate ones than there is no problems with it.
