Google Webmaster not Reporting Backlinks

I have had a site for about 3 weeks now and none of my backlinks are being shown on google webmaster. Does anyone know why?

It takes longer than 3 weeks for links to appear in GWT. And when they do start showing them, they'll only show a small fraction of the backlinks they indexed.

ok just to clarify, the backlinks take effect faster than they are seen on gwt right?
