Looks like Google wants to show more Carousel results for users. With this test, they are showing more carousels grouped by things users might find interesting.
Sample Query: Try searching for https://www.google.com/search?q=soy+sauce+green+bean+recipe&rlz=1C1CHBF_enAU796AU796&oq=soy+sauce+green+bean+recipe&aqs=chrome.0.69i59j0i22i30l7j0i390l2.280j0j9&sourceid=chrome&ie=UTF-8 on Mobile. It triggered the result from the USA.
