Google taking notice of non-imdexed backlinks

Yes, if Google crawls the links they get put into the link graph, whether they show on the index or not

Seems interesting but my opinion is completely opposite.

Google crawl everything but index very few because of their spam policy and quality, Google bots decide that crawled content worth to index or not and if crawled content not even worth to index for google than i don't think it will help to improve rank of any website in google search.

That's what I thought, however my feeling is now they do take notice, it's the same for nofollow, I'm pretty sure they take notice of that tag too.
