Google Take Foreign Backlinks Into Consideration?

If I was trying to get ranked for an english keyword, and all my backlinks were foreign, would my ranking be lower then if they were all english? I know it's hard to compare because so many other things are also taking into consideration.

google does take foreign back-links into consideration for sure, but I think english will do better since you're campaigning for an English keyword .....and you said it ...that's it too many things are involved

Make sure your website IP is from the GEO target that you want to rank for and have the right domain extension. Have anchor keyword in THAT language you want to rank for as well. If you want to rank for the international google[.com] use English.
