Google search AD for my Website

lets say my website is named "cat.com"
and someone googles "shoes"
Is it possible to make my website show up before them in a google seach with some ad?
Like, I have a website and there are 4 similar websites but with different names. (everyone knows the names for the other ones so they just google their site if they want to go there)
I want my site to be the first one they see even i they google the other site.
Could it be possible?

You can use any general term (the general term refers to clothing, menswear, sports shoes if you have an online shopping site) in your meta tags which your competitors are using in their meta tags or title. This way your website may appear in those search results. However, this is neither good practice nor it will bring your site at the top in those search results; and probably the users will click on the first search result and ignore the others.

Instead of focussing on defeating your competitors in what they are experts, you should focus on what they are missing in their services and serve it. If the users are searching the competitors by their names, then they must be working for long in that industry and must have happy users around them.
