Google SC - Links to your domain

Probably a dumb question. Be gentle ! I can see that backlinks are indexed by Google, so it is crawling the link itself. However, in some cases I cannot find that link in GSC for my domain. So, the link is out there, but Google is not linking it back to my domain. Is there a reason for that ?
 
The page the link appears on may not be indexed by Google, or may just be considered a low quality link and thus not showing up for you as Google ignores low quality links.

The site the link is on is indexed, that I can see, and on pretty strong domains too. But Google may not like it as you say. SEM rush now links in with GSC for backlink analysis so I can se (or not see there) . Many occasions Ahrefs picks up the link but not GSC
