I would like to team up with a team to do Google reviews on monthly basis. Pricing from 0.50 to 0.75 cents per review.

I am looking for 1000+ Per week for many businesses (NOT just one), more than 4,000+ reviews monthly starting. It will be 10,000+ reviews monthly easily.

I don't think you'll be happy with what you get for that price.
If I were you, I'd invest in fewer reviews that will stick rather than in 1k a week that will be gone before you refresh the page.

You can't sustain that and will get your and others GBP suspended definitely.

Also for that price I bet you can't get quality anymore that can handle that load.

Saying this to help you save the money and GBP before they goes in vain.
